| As part of making the City of El Monte one of the most livable cities, the Vacant Building Security and Maintenance Ordinance was instituted to encourage that vacant buildings are maintained until they are occupied again. Vacant buildings that are not maintained contribute to the detriment of neighborhoods, property values and aesthetics of our city. In addition, this ordinance promotes a safe living and working environment for City neighborhoods and commercial corridors by providing a high level of service to residents, businesses and visitors in the City of El Monte. |

| Property Owners Obligations |

The property owner of a parcel with a vacant building is required to ensure that the property is maintained according to the following standards.
- All landscaping and plant materials is to be watered, mowed and and trimmed on a continual basis.
- The exterior of the building and exterior signage is to be secured and intact.
- All exterior trash and debris is to be removed on a regular basis.
- Graffiti is removed within 24 hours.
- Vacant land is to be cleared of overgrown vegetation, brush, trash and debris on a regular basis.
- Take all necessary steps to secure the property to prevent any criminal activity taking place on the premises.
