Planning

The Planning Division provides zoning and land-use information to the general public via in-person visits at the public counter, over the telephone, and online through the City's website and email correspondence.  Staff from the Planning Division provides support to the City Council and also serves as the primary liaison to the Planning Commission, Modification Committee, and the Art in Public Places Committee.  In partnership with staff from the Community Services and Public Works Departments, the Planning Division also oversees initiatives related to Health and Wellness, Urban Agriculture, and Urban Forestry.  In all of its duties, the Planning Division strives to provide the highest level of customer service and to apply the City's zoning regulations in an equitable and just manner.

 

Vision El Monte General Plan

Adopted in June 2011, the award winning "Vision El Monte General Plan" provides a blueprint to create and sustain a community that appreciates its heritage, respects its cultures, and is a place of hope, opportunity, and achievement for the future.  The goals and policies contained in the plan serve as the foundation for local decision making and is the impetus for continued community engagement and involvement in improving El Monte.

Vision El Monte General Plan Land Use Map

The El Monte Land Use Map geographically illustrates the land use policies of the General Plan and the various land use designations within the City.

El Monte Zoning Code - Title 17 - Zoning

The El Monte Zoning Code consolidates and coordinates all existing zoning regulations and provisions into one comprehensive zoning plan to implement the El Monte General Plan vision.  The Zoning Code designates, regulates and controls the location and use of buildings, structures and land, and establishes development standards for guiding development in the City.
