Entitlement Applications

The Planning Division is responsible for processing all land-use entitlement applications that require a public hearing before the City Council, Planning Commission, and/or Modification Committee.  Broadly speaking, an entitlement is any kind of permission to use or develop land from a regulatory body or agency.  Typical land use entitlement applications include requests for approval of Zone Changes, Tentative Maps, and Conditional Use Permits.

The City's Entitlement Application Form and Filing Procedures Form can be downloaded by clicking on the links below.  Please note that all required materials must be submitted at the same time with the required fee payment.  Applications that are not complete will not be accepted for processing.


Planning Commission

The Planning Commission meets the second and fourth Tuesdays of every month.  The meetings begin at 7 PM and are held in the City Council Chambers located in City Hall East.  The Planning Commission consists of five members, with each councilperson and the mayor appointing one member to serve on the commission.  Entitlement applications that require Planning Commission review and/or approval include General Plan Amendments, Zone Changes, Tentative Tract Maps, Tentative Parcel Maps (Lot Divisions), Conditional Use Permits, Design Review, General Plan Conformity Findings, and/or Variances.

Modification Committee

The Modification Committee meets the second and fourth Tuesdays of every month.  The meetings begin at 5 PM and are held in the Conference Room A located in City Hall West.  The Modification Committee is comprised of one member of the Planning Commission, the City Engineer (or his/her designee), and the Planning Services Manager.  Entitlement applications that require Modification Committee review and/or approval include Modifications and/or Alternating Use Agreements (Shared Parking Agreements).  Projects that require approval of a Modification and another concurrent entitlement application (i.e. Conditional Use Permit, Design Review, etc.) are heard solely by the Planning Commission.
