Welcome to the Building Division of the City of El Monte. We hope that you will find the provided information useful and will assist you in navigating through the construction process. The Building Division is established pursuant to a mandate of the State of California Health and Safety Code in order to facilitate development within the City in such a way that offers reasonable protection of lives and property. Our objective is to implement the minimum building standards mandated by the State of California while making the process as streamlined and user friendly as possible.

The Building Division also serves as the main point of contact for the permitting and inspection process and for the real estate inspection program.  Note that other departments/divisions are involved and our counter staff will let you know which are applicable to your project. Our staff is here to assist you with the processing of your project and guide you through this complex process. Once all the reviews and approvals are obtained, you will be ready to obtain a permit(s) for construction on your proposed project. Our ultimate goal is to provide effective and efficient service to you, our client, and to provide answers to frequently asked questions about the development process.
