Human Resources and Risk Management
Mission Statement
The mission of the Human Resources and Risk Management Department is to be a strategic business partner to all City departments. The department strives to deliver quality services and ensure excellent stewardship of City resources. The department also works to develop strategies and deliver programs that foster an equitable and ethical work environment.
The Human Resources and Risk Management Department is dedicated to providing assistance and guidance in the areas of:

- Classification and Compensation
- Employee and Labor Relations
- Federal and State Employment Law Compliance
- Organizational Development and Training
- Recruitment and Selection
- Safety and Risk
- Workers' Compensation
The City of El Monte is a member of the Independent Cities Risk Management Authority (ICRMA) an excess insurance Joint Powers Authority which provides excess liability coverage. ICRMA continues to adapt and evolve to meet its members' needs, regularly setting organizational goals and objectives intended to help member cities increase risk management awareness, explore new coverage options, and reduce losses.
The City of El Monte is a member of the Public Risk Innovation, Solutions, and Management (PRISM) which provides excess workers' compensation coverage. PRISM is a member-directed risk sharing pool of public agencies committed to providing risk coverage programs and risk management services, which drive member stability, efficiency, and best practices.
The City of El Monte is a member of the California Transit Indemnity Pool (CalTIP). CalTIP is a member-driven public sector organization dedicated to providing stable, cost-effective insurance, risk management, and safety services to public transit agencies
