Project Description:

The City of El Monte, in its capacity as Lead Agency, is considering an application to conduct commercial medicinal cannabis activities pursuant to El Monte City Ordinance No. 2924 within an existing 71,658 square foot industrial building located in the M-2 General Manufacturing zone. The proposed project will be located on a 4.4 acre site with frontage along the east side of Ellis Lane/Temple City Boulevard. The proposal includes medicinal-only cannabis cultivation, manufacturing, and distribution operations. No retail cannabis or cannabis product retail sales or activities will be permitted. The existing building will be remodeled and the utilities will be upgraded to accommodate the proposed use. Security features, including but not limited to, onsite security cameras, will be provided. A total of 93 parking spaces are proposed. Access to the project site is provided via two (2) existing driveways located on the east side of Ellis Lane/Temple City Boulevard.

Discretionary approvals required as part of the proposed project’s implementation include the following:

● Development Agreement No. 02-18;

● Medicinal Cannabis Conditional Use Permit (MCCUP) No. 07-18 for medicinal cannabis cultivation;

● Medicinal Cannabis Conditional Use Permit (MCCUP) No. 08-18 for medicinal cannabis manufacturing;

● Medicinal Cannabis Conditional Use Permit (MCCUP) No. 09-18 for medicinal cannabis distribution; and

● Approval of the Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program (MMRP).

Other permits will also be required, including building permits for the interior tenant improvements, new utility connections, and building occupancy. The project Applicant intends to obtain TYPE 3A Cultivation License, TYPE 7 Manufacture with Volatile Solvents License, and TYPE 11 Distribution License in order to effectuate commercial medicinal cannabis cultivation, manufacturing, and distribution. The project Applicant will also be required to obtain additional licenses from the State, City, and County.

The Planning Commission will serve as the recommending body with the City Council making a final decision at a future public hearing.

Project Description:

Demolish existing five (5) structures and construct a new 61,163 SF industrial building on a 2.75 acres lot. The building will be occupied by two (2) tenants. Tenant A will have 33,792 square feet of ground floor area with 6,313 square feet of mezzanine area. Tenant B will have 18,325 square feet of ground floor area with 2,733 square feet of mezzanine area. The total office area of the building is 11,119 square feet. Site improvements will include a new surface parking lot with 72 parking spaces and new landscape areas throughout the site. The property will be served by two (2) new driveway approaches on Hickson Street and Arden Drive. The project will also require a street dedication along the entire length of Hickson Street and Arden Drive abutting the project site for public right-of-way purposes. Project requires approval of Conditional Use Permit 20-17 and Design Review 07-17 from the Planning Commission.

Project Description:

The project consists of the demolition of all onsite structures totaling 1,036,371 square feet and the construction and operation of a new industrial park development on a 55.86-acre site at 10150 Lower Azusa Road on a property zoned General Manufacturing (M-2). The site is located at the southeast corner of Lower Azusa Road and Shirley Avenue and is the site of the former Von/Safeway Distribution Center. The proposed project consists of two (2) concrete tilt-up industrial buildings that will have a total floor area of 1,235,340 square feet. Building 1 will have a total floor area of 572,240 square feet. Building 2 will have a total floor area of 663,100 square feet.
